I agree with you about the value of having a well trained and well socialized dog, but I am not going to risk my dogs getting hurt, me getting hurt, or the other dog getting hurt if my dogs, who are a more than a little blind from corneal fire ant bites feel like I am threatened. My girls are sweethearts, but they think their job is to keep me safe, and when, with their limited vision they see a much larger dog literally stalking us, they raise hackles and form a triangle of protection with me as the apex behind them. They react differently when my husband is around, but if it is just me they think they are in charge of security.

I just wish people would understand that if you want to have your dog off leash you need to do it away from shared space. I wish we knew someone with a big fenced field, I would love to turn my girls loose for big long runs, but barring that I will keep them on leash when away from our yard, an acre is a pretty big dog run anyway. Again, the issue isn't really the dogs, it is the owners!

The county law does not apply to non-county property, I was under the impression that HPP is a privately owned subdivision. I agree with you the issue is the owners. So find a way to communicate more effectively with the owners of the offending dog. Something you can do as an owner is get control of your dogs, they should stand down when you want them too, you are top dog. There are classes that could help, I would be happy to help if you would like. When you get control of your dogs, you might feel adventurous enough to introduce them to other dogs and in this case, you could eliminate this particular threat entirely by socializing the dogs together.(which would help you socialize with the owners)
I know freedom and friendship work. Sounds like both owners in this case are not controlling their dogs, leash or no leash. If it is already illegal and the police aren't coming, what are you going to do? I suggest communication, socialization and friendship. I am not anti-leash or fence, I use a leash even if I don't think Hank needs it. It helps in particular with people who are obviously not in control of their dog, which makes them nervous, which makes their dog nervous, which makes Hank the most evil creature alive. Hank also has about 20 girlfriends in the neighborhood and a couple of brahs that get along great without a leash(thanks to socializing) People need to control and defend their ownself and property so that we don't all have to do it for them. Befriend these offending dog owners(and the dog) and help them understand, so they can still be free.
