Not to play (or feed) the troll, but you're both wrong: government is for sale to the highest bidder, and right now that happens to be the energy industry.
If there's anyone left after that's all used up, they'll be for sale to the water industry.
DLNR (and "conservation" zoning) are a hedge against future needs: large pieces of tropical real estate (with plenty of water) can be sold to pay off Chinese debt, etc.
