County's web system is mysteriously "down for maintenance" on a fairly regular basis, sometimes disappearing in the middle of the day, it gets slower and slower and eventually stops responding for a while.
Malware is primarily a Windows problem which can be mostly avoided by not using any Microsoft products.
County provides limited usable options for participation: you can go in person (if you have plenty of free time, perhaps because unemployed), watch the meetings on cable (which most people can't get, even in parts of Hilo), or read the meeting minutes (when they're eventually published).
What Puna really needs is a local community television station, broadcast out of Pahoa.
