Village Centers are an important feature of the Puna CDP, but the CDP does not go into detail about each one. That is where the community input comes in: to do the fine tuning. That is what is in the process, and why extra time is being requested (to June 30th).
As for the dialysis clinic: no one doubts that we need one, but the medical waste disposal issue was the killer: Dept. of Health requires that a dialysis clinic be hooked up to a sewer system and, as you know, there is none in Pahoa. So Gilbert Aguinaldo withdrew his application. He is, by the way, one of the community members on the Pahoa Village Center Steering Committee. The PCDP has asked the Environmental Management Dept. to build a sewer system in Pahoa, because without it we are severely limited in our growth potential.
