I'm going to take a guess - - since the Mt View runway is owned by KEAAU AGRICULTURAL LAND CORP., it may have been used for crop dusting planes when the sugar cane fields were in production. When I lived on Maui, the cane fields were regularly sprayed by biplanes. They don't require a very long or smooth runway for take offs and landings.
