If the new vent you are referring to is Pu'u'o'o, it's more than 20 years old. The trade winds still blow the same direction almost all year and any new 'vents' open up on the rift zone, which means Volcano is probably always going to be upwind on most days. That said, when a Kona wind blows, you could get some vog, just like anywhere else in Puna. But at least it's not HOVE, which gets vog the rest of the year (check the paint on cars in HOVE - most have been corroded down a few layers from the acidity of the vog).
