The problem here is that this individual believes that he is king of fiefdom, and that your property is within his fief. This person will never be happy with anything that you do, so don't waste any time/resources trying to make him happy. Your only choices are to go to war or to find a way to co-exist peacefully. Don't move your catchment tank unless it needs to be replaced. He will just bitch about something else. This individual has no aloha and doesn't deserve any. As he ages it will probably get worse. Welcome to Puna, and be glad that he isn't raising roosters.
