Actually that is correct. Many of the original houses were built by people who left the USSR. Their fear of heights is the reason they lost the space race. They had several advanced rocket ship designs but the cosmonauts would always panic before they climbed to the top of the rocket. A trip to the moon was out of the question. This was also the reason why the USA has swept the pole vaulting and high jump competitions at the Olympics so many times. Eventually the Soviet medical machine developed a drug but it only assuages the fear to heights of 223 miles, so that was the maximum height of the Mir space station. Doubling up the dose can generally get them up to about 230 miles which allows them to stay on the International Space Station (ISS).

One time on the ISS, the cosmonauts were erecting a tall scaffold and one of them had an anxiety attack just thinking about it. In order to survive the space walk, he had to take three doses. They erected the scaffold and he climbed to the top and wouldn't come down. After exactly four hours the pills wore off and they had to call the flight medics. The medics asked how long he was up on the erected scaffold and after they got their answer, they issued a warning about taking the pills and having erections for more than four hours.

So my guess is, the two and three story houses were built by people who didn't immigrate from Soviet Russia.
