Don't waste your money, it's music to their ears.
Had a friend that spent 2 years at an airbase in Afghanistan.
He said he slept BETTER knowing that the birds were flying, covering them from above.
I agree though, if they got it all day long, day after day, weekends, holidays, rain or shine, they might get sick of it too.

I strongly suspect that a lot of them simply don't care.
