The reality is: (at least some) people want to get high. This behavior can be seen throughout the animal kingdom: most intelligent creatures have some kind of "getting high". It's a natural thing.
Yes, addiction is a problem, the severity of which varies with the particular drugs. (This is actually a medical issue and should be dealt with as such, but that's another discussion entirely.)
People will get high with whatever is easily obtained at a reasonable price. Eradicate one, and something else will take its place.
Consider the options: Weed is generally less harmful to the user, its production has limited environmental impact, and its "marketplace" tends towards networks-of-friends who deal in small quantities of boutique varietals. Meth permanently rewires the brain, poisons the manufacturing site with a toxic soup, and requires the support of a heavily armed cartel to arrange the large-scale production and international transportation.
