I would be more worried about the CC&Rs.
Driveway permits (supposedly) required for access to County/State roads; your "road" may actually be "private".
Street address will only receive USPS mail if the USPS actually delivers there.
Technicalities go something like ... minimum "house" is around 800sf, any "habitation" requires an "approved wastewater system". An unpermitted structure built to-code (and outside the required setbacks) will be far easier to "correct" if there is a permitted septic.
