It's a time honored tradition. People have been living next to volcanos as long as there have been people. Millions have lived in the shadow of volcanos and still do, not only in Hawaii, but Japan, Italy, etc.

Every 100 years or so there is a Krakatoa or a Mt St Helens, but those events are similar to when people freeze to death in the north (but still live there), die of tropical diseases in Africa (but still live there....
