Make something illegal, drive it underground, and of course the "enforcers" will have to dirty themselves to prove the activities exist.
When someone is forced into prostitution to support a drug addiction, they become a criminal on both fronts. It would be far far (far!) cheaper to simply treat the drug addiction as a medical problem, and regulate the prostitution as a (private) activity between consenting adults.
Unfortunately that's now how it's done in America... gotta get your "war on".
