Here is a solution.... The HoA should join with other subdivisions and sue the State of Hawaii for denial of a fair share of the Fuel Tax Revenue. For fifty years every mile driven by every car on the Big Island on all 750 miles of private road generate Fuel Tax Revenue (FTR) which, by law, is intended to be spent in maintaining the roadways what generate the revenue.
Millions of dollars have been diverted from Puna and spent in Hilo and other locations.
I spent four years tying to see if there was a political solution. After watching bills be sabotaged by Billy Kenoi and Faye Hanohano I have concluded that only a lawsuit in state or federal court will work. There are enough subdivisions to accomplish this IF they are capable of working together and not just arguing.
