Slow the flow:
1. Tipping fees for everyone.
2. Huge fines for illegal dumping.
Problem is, nobody really wants to be inconvenienced by change -- easier to do nothing and just raise taxes later ("free money").
On the other hand ... the Japanese have developed automated garbage processing facilities that separate all reusable materials and compost, leaving very little that cannot be recycled one way or the other. Expensive, and about the size of a city block, but it works...
