I remember suggesting a "noise abatement surcharge" ... and probably was not the first to do so.
Note that while military "can" claim martial exemption, doing to makes them fully liable for any damages caused; if they ask for (and receive) clearance from the FAA control tower, they're considered to be "under permission".
