It isn't about zoning and legalisms, it is about being a good neighbor

I realize that -- unfortunate point being, Ag zoning isn't necessarily consistent with "good neighbor", especially in high-density subdivisions...

As far as practical suggestions ... I've often considered a small raised tank so that the toilet can be gravity-fed at night. Alternately, a separate small (possibly DC) pump just for flushing the toilet. The 1HP well/pool pumps are a bit of overkill unless you really need the extra draw capacity (smaller pumps "don't suck" -- pun intended).
