I'm no lawyer, but the insurance doesn't seem very useful unless the road association is performing its own maintenance; any contractors should already be licensed/insured for the work they're doing.
Clearly I'm underestimating the scope of potential liability.
If some of this liability is incurred due to the roads being "open to the public", perhaps it would be cheaper to gate all egress points... otherwise, seems like County is getting a free ride ("you can't have funding -- it's private -- but HPD can write tickets -- it's also public").
