road fee's plus tax

the Federal Tax on gasoline will rise on Jan 1st 2015 ... nationwide.

Oahu is the only island with "Federal" highways.

I'm sure the outer islands benefit "indirectly" somehow, especially given that the Fed gas tax is used for all kinds of other non-road projects (gee, I wonder why it's short of funds?)
