Two things that I have found that work:
1- Eat a large clove of raw garlic (has to be RAW). It takes a few hours to become effective so you have to plan ahead, or alternatively just eat a clove every morning.

They used to sell stuff in Alaska that not only repelled them, it actually killed them. Most people would only spray it on their clothes though and put DEET on their bare skin. I haven't seen it for sale in a long time though, maybe they banned it.
Here's a good article talking about how blood type, alcohol, shirt color, and other factors make some people more yummy than others. I'm one of the 20% that always get bit and can attest that the raw garlic really does make a difference.
