Well if you calculate the price based on the actual number of people in the district who is actually going to USE the park, the number isn't $1,200, it's closer to 1,200,000.00.
But don't worry, just because a small fraction of people who are currently living in the area are going to use the facilities, doesn't mean that many generations of people aren't going to use them... it's not like the park is downhill from an erupting volcano or anything.
