The Ex post facto aspects wouldn't hold up in court thus the requirement to upgrade within 180 days after the sale of a house is nothing more than wishful thinking. There's is but one way to upgrade a system through law and it would require an addition such as a bathroom or bedroom to make such an upgrade requirement reasonable. This issue has been hashed over throughout many states already. The sale of a home is not regarded as a legitimate trigger.
