Anything less than a "treatment plant" is an IWS.
I believe the language "prohibiting ... for developments" implies future development, but this is rendered moot by the first item:
"Prohibiting the installation of new cesspools..."
The second part of which (required upgrade after sale of property) means that existing approved cesspools are "grandfathered".
Assuming DoH follows through, this could get expensive for the high-density subdivisions (Ainaloa, Beaches/Shores, Nanavale, Seaview...)
