They discuss banning cesspools about every other decade or so, this isn't much of anything new. It is a proposed new statewide rule, so most likely Hawaii County would allow variations on it. Most of this stuff makes sense in a densely populated area, on most of the Big Island it wouldn't really be necessary.
DoH already requires septic in Nanawale, probably the rest of the subs mentioned, too, since they are the ones with smaller lots. So, basically nothing would actually change in those areas.
