what the county did was to allow a 15 year expired building permit on a residential building without a certificate of occupancy ,to be extended for one year. in doing so they violate their own rules ,
Hmm. Sounds like the problem isn't with the community center or the farmers' market.
Maybe it's time for legal action against County with regard to their "freely interpreting the rules"? Either that, or everyone gets the same leeway. Pick one.
