Because everyone is potentially in the lava flow in lower Puna right now, portability of any future businesses and residences here should be a must. I like the idea of running shops, restaurants, etc. out of modified shipping containers. If done properly, buildings (and entire towns) could be moved around with relative ease as future flows dictate. This assumes, of course, that zoning/building restrictions would be modified, and just as important, that enough people would actually stay in lower Puna to make any business viable in the first place.
