It isn't Graham's fault that the County didn't enforce its Code, but it is Graham's fault that he knowingly violated the code and the terms of his SUP.
These go hand-in-hand; failure to enforce creates a very real expectation that future activities will continue to be tolerated.
The County enforces on a complaint-driven basis
Besides the obvious problem with this criteria, there is a general lack of timeliness, as well as varying "enforcement posture" depending on exactly who is involved and what they are doing.
Similarly, the various groups of enraged citizens tend to only complain about activities that are happening nearby.
If the law is really the law, and the rules really are to be followed by everyone, then all unpermitted activities must be treated equally, regardless of specific complaints.
