Amendment 1
Hilo Councilwoman Sue Lee Loy, sponsor of the first measure, said she wanted the public to have greater scrutiny of raises following recent actions by the county Salary Commission.
Amendment 2
The second amendment, sponsored by Hilo Councilman Aaron Chung, also helps make the public more aware of county spending by detailing fiscal impacts of changes to the county charter.
