Tree service workers casing property?

Ok, perhaps I'm paranoid, but it sure was suspicious....

This morning, while at work in my home office, I go out to see what my dogs are barking at. It is a Big Island Tree Service truck and workers, along with Jan Security (doing lane closures while they worked) appear to be cutting trees that stand a chance of interfering with power lines across the road. I can only assume they're hired by the utility company for this purpose. They certainly were working like they wanted to bill lots of hours for little work.

I'm in Eden rock, quite a way back on one lane paved private roads. The truck with the boom bucket lift shows up first, towing a chipper, parks at the corner., since my time is flexible I decide I can do some yard work and keep my dogs from going too nuts at the fence, so I work and watch. 15 or so minutes later a Jan Security pickup stops by, they chat, and then goes down the road a bit, and a few minutes later goes racing back up the road at truly unsafe speeds. After another pause, the tree truck moves down the road 1/4 block, and stops and again parks engine off. Security pickup returns, they smoke their vape sticks for 10 min or so, then the tree service truck backs into position directly across from my property sets his braces and gets the bucket down to ground level, and security sets up behind to divert traffic.

Another 20 min of sooting the ****, and one worker finally takes the bucket into the air. Here's where it gets really suspicious. He spends 3-4 minutes way higher than he's going to work, looking out over the trees into my property. The power lines, and trees he's going to be cutting are behind him, as are his trimming tools (behind him in the lift). There's no way he was doing anything work related.

Anyway, then he turns around, and moves the boom/bucket into position, spends 5 minutes cutting a few trees to about 2 feet below the low voltage part of the lines, puts his bucket in a safe position, then they move a block or two down the road.

Call me paranoid, like I said, but WTH was he doing examining my property - it does take a lift or such to see over the trees on my side of the road, but he wasn't looking at anything along the road. I watched the whole time, and it made me feel uncomfortable. Was going to go out and ask if he was casing the joint, but he never came to the ground and they were down the road by the time I got outside the fence after his actual work anyway. Have to wonder if there's a side line in information on private property. At least, since I work from home, and my wife doesn't work, there's almost always someone here, along with the dogs.

Just sharing my observation, curious if anyone else has observed anything similar.
