For clarity the bylaws define the MRMA fees as: Mandatory Road Maintenance Assessments
Explained in Article IV as:
Monies collected for MRMA’s shall only be used for road maintenance and road improvement projects

As such, the act of paving appears to be covered as either a maintenance or improvement project depending on the road? Are there statements that the current $85 is ONLY for maintenance & administration?

As for the $100 Paving Fund - this is also a mandatory assessment as it is approved annually during membership vote correct? How is it defined for the vote? Pavement? New Pavement? New Pavement as specified in the Paving Plan?

Any links or extra info regarding the court action enforcing the paving plan? How did it obtain the force of law and what would it take to modify it (if needed)?

Sorry for the many questions - own a lot and trying to get my head wrapped around the issues for the upcoming meeting.
