I wonder if the portables used by DOE in Keeau meets these criteria (ie were they built with licensed labor Oahu without particle board). Or are they exempt due to emergency declaration or temporary use?
As discussed in other threads, Hawaii County has amended their codes to apply to all mobile housing so fifth-wheels, RVs, manufactured housing, tiny houses on trailers, etc would have to meet code once they are stationary. It will be informative if they are willing to modify this stance at all based on pressure from any group.
