Back in the 80's I stayed in American Samoa for a month or two. Stores regularly ran out of everything. Right before the cargo ship docked in Pago Pago Harbor, the grocery store shelves were almost bare. But there was plenty of fruit in the mountains, fish and lobster in the sea.
One time I asked a resident, "have you ever run out of beer on the island?"
He found this quite amusing. "Oh no, never," he replied, "we would air freight that in!"
Just like Hawaii, some necessities take priority.
