UH rejects new tech building because "ceded lands"

Anyone heard of the Hawaii Technology Development Corporation?

They apparently have an "Innovation Center" in Hilo, but it appears it was just being used as cheap offices by local businesses. Then UH kicked some of them out to make room for university offices...

When I searched online for what they do there, I just found a bunch of financial workshops, aunties having lunch, and other non-innovation related things.

I turns out HTDC does want to build a real "Hilo Innovation and Manufacturing Center" with some actual resources for small businesses etc. They asked UH if they could build on their campus, and this is what UH said:

"UH Hilo advised Wayne that they are not interested in having
the facility on their property because their property is ceded land and will be hard to achieve a sustainable model."

What the heck does that mean? So now we can't even build a useful technology facility on UH campus because of some sovereignty BS? It seems we are on a trajectory back to the stone age.
