Study on establishing a harbor / Port Kapoho Bay

Well Worth the discussion, would a harbor be a good thing for kapoho or Puna?
What kind of advantages would a harbor bring to puna, or disadvantages?

Puna may also need a small airport as well, maybe a runway at the nearby Yakuza land? These type of long-term plans should be discussed and studied if Puna is to continue to grow in population. If the state can not stop the increase of people wanting to live and or vacation in Puna, then other ways to help keep people safe, mobile to work and live should be explored.
What if this type of lava activity continued for another say 30, 50, or 100 years? Yes most roads would probably be crossed at some point by the lava, yet having alternative ways to keep residents and tourists safe, working, spending, and happy could be very useful.
Then maybe poihiki will get its hotel, golf course, food court, gas, and 7-11's that also will be needed when the Lear jets and private boats start landing.
