"terracore, I completely agree. When driving out of Hilo toward Kea'au on 11, the right lane is almost always your best bet. Baffling."
Punafish - completely agree, I drive the right hand lane all the time, there are no signs saying you shouldn't. The only things I would watch out for, which I've experienced already, are:
(1) drivers in the left hand lane suddenly turning into the Keaau transfer station;
(2) Some occasional work on the shoulder which overspills into the right lane without any warning (maybe the road crew think it's a shoulder lane or relying on no one understanding what's going on);
(3) Some drivers switching to the right lane before the single white line ends, and
(4) Signs that are still there saying the shoulder lane is open between 6 and 8am even after there are two lanes available to everyone driving to Keaau or Hilo. I haven't driven into Hilo between 6 and 8am in the last couple of weeks, but they imply the shoulder is open for them, which means three lanes are now open at that time. Not sure I'd want to be driving on that shoulder in one or two spots, it looks a little narrow especially where there are safety barriers.
