Is it possible your neighbor got more than just panels on the roof
No batteries, just grid tie. In addition to panels the installation included mounting brackets to attach the panels to the roof, electrical cable (maybe 50 feet) and the connection/shutoff box. He received 3 bids, two were over $30,000, one was $22,000.
