it is odd that a bunch of taxpayer paid for signs were just given to a private club for their own use.
"allegedly" -- we don't really know where the signs came from (if they exist).
That said, the signs will have no legal meaning unless County enacts an ordinance defining a given intersection as a "stop intersection" prior to (or concurrent with) placement of the actual sign.
