Notice how County (and State) keep "clarifying" the "rules" that apply to a "privately owned road (open to the public)"? Current bill from Illagan proposes that the Chief of Police be given authority over "neighborhood watch" sign placement on private roads -- that's right, you pay for the road, you pay for the signs, but the installation won't be up to you who pay.
The roads need to be made either fully public or fully private. This "spot" crap has gone on too long. On the plus side, it does keep development at bay, and perhaps this is the intent.
