County Code is pretty clear on all the relevant issues: when you need a permit, where you're allowed to build, how large the building can be, which work requires licensed contractors, etc. There are even experts available for hire if an owner-builder needs help navigating the process.
how long is a building permit valid?
5-1.0.11(d). Must start work within 120 days, must not stop work for more than 120 days, extensions may be granted by the building official, new permit required if previous permit expires.
the inspectors did not come to inspect my home. they came as a result of a malicious complaint.
This is purely speculation unless/until the original "reason" is put into writing.
