I get the impression some of the sovereignty groups would love to turn back the clock and forcibly eject modern conveniences, such as Wal-Mart. In short, there is some validity with Kalakoa's statement.
If you read the Hawaii Administrative Rules #13-5-24c, telescope facilities are a appropriate use of conservation land, as long as a management plan is in place.
