I stand by laying it directly at the feet of the DOT
Rest assured County does plenty to help; in this case, Post Office Road is substandard (narrower, in fact, than most "private" subdivision roads), and should never have been made a County-maintained "public" road.
Because those are the rules, and "rules are for everyone".
