If I understood correctly, the figure did not include a metal roof. When I spoke to the guys at Island Catchment about it, the metal roof cost nearly as much as the rest of the catchment system combined. Basically the catchment tank is going to spend its entire life straining to keep back 80,000+ pounds of water without bursting (when this happens the rushing water can knock a house on post and pier off its foundation... happened to a guy in South Point) and any roofing system can't put any weight or stress on the tank itself without a lot of fortification (ie a lot of extra expense). So most of us use a galvanized electrical conduit frame and shade cloth for the roof.
