Wages or payment for current services fall outside the definition
What about if a county worker receives substantial wages yet feels entitled to use his pCard to buy personal items on the taxpayers dime?
Or if a county worker feels entitled to hire other workers based more on their relationship to him rather than the stated requirements for the position?
Then that new employee thinks they're entitled to accept the top of the wage scale for a position they're not qualified to perform according to the county?
Or relatives who are hired when an opening becomes available?
Or a preponderance of one group of people over others?
Or workers who are entitled to have more coworkers to share their duties than almost any other state in the country?
