Thank you -- I've long since realized that the "rules and laws" are meaningless as written, always open to interpretation and selective enforcement.

This "fine local tradition" has been going on for decades ("private subdivision", anyone?) and so it's hardly surprising to see it applied to the "Circus Hawaii at Mauna Kea".
