I've always been a bit apalled at the simplex P&P where someone just takes a bunch of pre cast concrete piers and places them on the ground. It may be cheap but it is also the structural equivilant of a mobile home. We do have earthquakes here and we are due for more.
The partial perimeter foundation is a good improvement on the theory. A full. poured in place foundation is the better way to go if you are intended a raised floor.
Slabs are a whole different issue.
