I would be curious to know who is negotiating on behalf of the Hawaiians and under what authority. With several competing ideas and entities out there claiming to represent them, how do Hawaiians know who's legit?

Sorry I can't help further w/that information. When I lived on Oahu, I met a group of 4-5 Native American's who were visiting windward Oahu in the 90's from the Seattle area. They were traveling with story teller, Johnny Moses, a Native American who was touring schools w/his story telling and by night hosting Medicine Circles. Johnny had a busy schedule and one of the guys happened to mention this info to me.
