How'd they get the permits for a grocery store?

They're already running a resort, so their relationship with County is way past the "nitpick your permits" stage.

Very few folks live off the red road

There are three subdivisions below Kalani on the red road; at least some of those people used to shop at SPACE market before it turned into a "dramatic interlude".
