most of the County Council actions are just a song and dance -- ... as a circus to distract from the important issues.
Regular citizens better watch out if they're honest and call themselves a circus right from the start - - that's when people really get up in arms and decide to take action. We wouldn't want a real circus to accomplish what the surrogate circus failed to do.
