Obviously that doesn't apply to residents, because they have little choice. So, are tourists being told where the mosquito-ridden areas are? If not, how do they avoid them? It neither tourists or locals are being told, then I suggest camping near the VIS on Mauna Kea. No mosquitoes there (but there might be ants). But then you might be arrested come Dec 3rd.
Always good to get solid advice from the authorities with no ambiguity.
