creating a semi permanent detour through HPP in a none emergency situation is not the same thing
Precedent: Lots of people use the non-emergency permanent detour through Hawaiian Acres; it, too, was created with sleight-of-hand.
As long as the "privately owned" roads are also "open to the public", the owners of those roads have no say in how much, or what kind, of public.

Exactly this: if HPP really wants control of their roads and who uses them, they can install gates. Otherwise, they can quit whining about "how County screwed them over". All the "private" subdivisions got screwed.
